BASIC QUALIFICATIONS:

Any combination of education, training, and experience equivalent to a bachelor's degree in criminal justice, education, or a related discipline; five years' experience preferred in training, education, and/or criminal justice that would provide the following knowledge, abilities, and skills:
•Thorough knowledge of crisis management planning, training, and policies with ability to adapt that knowledge into effective crisis management response for the School Division;
•Thorough knowledge of best practices to use during a crisis response;
•Ability to plan, implement, and manage new programs Divisionwide;
•Ability to interpret program objectives and policies;
•Ability to communicate effectively, orally and in writing;
•Ability to demonstrate presentation skills to communicate effectively using a variety of presentation mediums;
•Ability to establish and maintain effective working relationships with multidisciplinary Prince William County Public Schools (PWCS) professionals, a diverse security workforce, and community emergency response agencies;
•Ability to efficiently use a personal computer, Microsoft applications, and the Internet; and
•Ability to research and interpret School Board policies, PWCS regulations, and state statutes and apply them effectively to various situations.
STATE REQUIREMENTS/QUALIFICATIONS:
•The applicant must be 21 years of age at the date of hire;
•The applicant must possess a valid Virginia driver's license and a good driving record; and
•The applicant must have or obtain certification as an instructor for school security officer certification, as administered through the train-the-trainer program with the Virginia Center for School and Campus Safety (VCSCS).
PHYSICAL REQUIREMENTS:
Physical activity associated with this position includes hearing, talking, walking, standing, sitting, lifting, reaching, pulling, pushing, bending, frequent use of hands and fingers (computer use/typing), and consistent use of sensory vision (close, distant, and peripheral vision), including the need to adjust focus.
BASIC FUNCTION/NATURE OF WORK:
This position is located at the Kelly Leadership Center, 14715 Bristow Road, Manassas, VA. Some travel throughout the county and region is required. This position will plan, develop, and implement specialized safety, security, and emergency management training programs. All training will be accomplished in accordance with PWCS policies, applicable state and/or federal statutes, local, state, and federal oversight agency requirements. This position will assist administrators and staff with crisis management planning and responses. This position will implement and oversee the School Division's Anonymous Tip Line system.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:
•Works collaboratively with all stakeholders in Providing A World-Class Education.
•Manages School Division's Anonymous Tip Line Reporting system to include training, documentation, data analysis, reporting, and interactions with service provider. Directs the work of clerical staff as data is gathered and documented in system. Responds to inquiries from stakeholders regarding issues and concerns raised via the reporting system.
•Supervises and provides direction and oversight to the school security training specialist.
•Researches and identifies best practices for crisis management readiness and associated training to include collaboration with the Offices of Communications and Information Technology Services to improve electronic means for crisis communications and response.
•Collaborates with the Office of Communications Services, the Office of Student Services, and law enforcement for the review, implementation, and training of stakeholders in the management and response of social media-based threats, crisis, and issues.
•Reviews state mandated school vulnerability assessments to provide recommendations for continuous improvement of physical security measures and training.
•Coordinates and supervises training schedule to ensure required PWCS employees meet school security certification standards developed by the VCSCS.
•Supervises the continuing instruction and documentation of certification of the annual education requirement to retain school security certifications.
•Facilitates instruction, training, documentation, and guidance for PWCS schools and departments to ensure proper crisis management response, as outlined in the PWCS Crisis Management Plan and required by the "Code of Virginia," § 22.1-279.8.
•Conducts annual reviews of each school's Crisis Management Plan and facilitates random drills to ensure the basic elements of these plans are functioning properly.
•Reviews the Office of Risk Management and Security Services' security-related manuals annually to provide and distribute updates in response to best practices for threats and new legislation.
•Works closely with all local, state, and federal agencies on all issues regarding PWCS involvement in those agencies' various Crisis Management Plans and responses.
•Attends Prince William County (PWC) Department of Emergency Management meetings as PWCS liaison to the county for emergency response.
•Responds to the PWC emergency operation center (EOC) as the PWCS representative in support of county operations, when directed by a supervisor.
•Works as part of an integrated team supporting office's overall objectives and providing professional expertise as needed.
•Completes other duties as assigned.
SALARY: Grade 15: $75,196 - $148,544 per year (competitive benefits)
