This position supports the strategic alignment and management of teaching and learning resources, ensures the effective development of and adherence to local, state, and federal policy, and serves to support the timely and accurate completion of board deliverables, budget development, and procurement processes. The Director - Teaching & Learning Operations serves in partnership with the Manager to ensure the efficient and effective use of resources to support the strategic vision of the Academics Department.

Essential Functions
  • Defines the strategic approach for aligning local, state, federal, and foundation funds in support of district and academic office-specific initiatives.
  • Directs and oversees the preparation of all adopted budgets in alignment with the academic strategy including fiscal, human, and other operating resources.
  • Provides direction to each department on the development, implementation, and monitoring of discreet office budgets, spending timelines, and procurement processes to support effective spending of allocated funds.
  • Provides oversight of all Teaching and Learning grants to ensure effective fiscal management including the writing, submission, and implementation of grant work.
  • Supports offices in determining the return on investment for submitting and participating in grants in a manner that ensure strategic alignment with desired outcomes.
  • Supports departments in Teaching and Learning in identifying staffing needs and engaging in human resource and hiring processes.
  • Provides guidance for the oversight and management of all critical academic contracts including budgeting and ensuring completed procurement processes to support continued partnerships.
  • Manages the Teaching and Learning office board deliverables ensuring consistency and quality across all departments.
  • Ensures the implementation of academic strategy aligns with and operates within the confines of local, state, and federal policy requirements and regulations.
  • Coordinates the development, review, implementation, and oversight of all policies assigned to the Teaching and Learning office.
  • Provides guidance and direction to departments with a focus on strategic areas of reform.
  • Leads teams in the design, development, implementation, monitoring, and documentation of strategic academic initiatives to support effective resourcing of the academic strategy.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Acts as designee for the Executive Director of Teaching and Learning as assigned.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.


Maximum Salary 129780.00
Minimum Salary 97335.00
Desired Qualifications
  • Bachelor's Degree in Education, Administration or related field. Master's degree considered in lieu of three years' experience. Degree must be from an accredited college or institute.
  • Three years supervisory/administrative/leadership experience in an urban education environment with demonstrated success.
  • Considerable knowledge and experience in planning and implementing budgeting process across multiple departments.
  • Considerable knowledge of governmental mandates impacting education, including ESSA, as well as local, state, and federal grants and fiscal policy impacting funding in urban education.
  • Considerable knowledge of current issues facing urban public education.
  • Ability to generate and build effective and successful partnerships across multiple offices and organizations.
  • Understanding of the local political landscape in Baltimore City.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations to diverse audiences and community members.
  • Proficient in the knowledge and use of technical computer applications.
