OVERVIEW:

The BPS Office of Expanded Learning Opportunities (ELO) oversees an array of high-quality academic and enrichment programs outside of the school day that provide services for targeted student populations in every grade level across the district. The purpose of these programs is to provide a safe and engaging environment, increase academic achievement, and create a year-round system of learning in order to secure the pathway to high school graduation and college and career readiness. It also serves as a beneficial opportunity for BPS staff to participate in robust professional development, pilot new and innovative approaches to teaching, and enhance classroom instruction.

The Director of ELO High School and Online Learning Program provides district leadership in the delivery of high school credit recovery and acceleration and online educational services for students in the programs and initiatives supported through the Office of Expanded Learning Opportunities. The responsibility of the High School and Online Learning Program Director is to provide access and opportunity to a continuum of options and opportunities of high quality education and remediation programs and services using digital and blended curriculum models. In addition, the Program Director oversees several strategic projects and programs focused around improving on-cohort graduation rates.

REPORTS TO: Executive Director of Expanded Learning Opportunities

JOB RESPONSIBILITIES:

Online Learning Implementation, Training & Development
  • Develop, implement and oversee digital curriculum initiatives including remediation, intervention and recovery programs at middle and high schools. Develop and refine digital learning tools and protocols.
  • Employ and supervise technical support for online learning programs through training and facilitation of professional development sessions for leadership and teaching staff.
  • Manage student and teacher enrollment processes for online learning platforms.
  • Work with school leadership to educate and train school based staff in the use of digital curriculum in blended model settings and as a supplemental classroom resource.
  • Maintain high standards of integrity in the deployment of online learning throughout the district.
  • Work in collaboration with appropriate BPS departments to develop and maintain the operational infrastructure of systems, processes and controls to accommodate the successful implementation of online learning initiatives, and provide measurable goals and objectives that align with increasing the district's graduation rate.
  • Remain up-to-date on latest research and innovations in the edtech sector in order to make recommendations for improvements across the district.
  • Collaborate with the Office of Academics and Secondary Schools to determine model and delivery system for district-wide Advanced Placement (AP) online program.
  • Establish a collaborative network across high schools and AP coordinators to design, oversee, and monitor implementation of the AP Online Program.
  • Serve as a liaison between schools, AP online provider, and the College Board to address and troubleshoot barriers to students accessing courses and resources
  • Keep district leadership and other stakeholders informed of progress related to the design of the AP online program


Twilight
  • Administrator for the Twilight night school program. Twilight provides in-person courses led by BPS teachers, as well as online courses, to juniors and seniors from all BPS high schools. ~300 students per semester based on enrollment by school counselors.
  • Coordinate with school counselors and OIIT to manage student enrollment and student schedule set up and grade reporting
  • Recruit and select teachers to lead classes, offering students the opportunity to make up a course(s) that they have failed in the past.
  • Oversee Twilight program operations: communicate with building operations at the O'Bryant, secure classroom space, and coordinate security.
  • Coordinate with academic departments on the scope and sequence of content delivery in 18 course offerings - modified for remediation and recovery.
  • Manage program budget and payroll
Summer Learning
  • Work with Summer Learning team to define current policies and deliver quality instruction to high school students in need of credit recovery and acceleration.
  • Work with summer learning design team on centralized program application systems, online registration, scheduling, and course completion tracking and reporting.
  • Work with designated curriculum specialists to design 5-week curriculum that matches district standards and schedule professional development opportunities to connect specialists to teachers.
  • Work with Office of Expanded Learning Opportunities to clarify, coordinate and deliver options for all BPS students including ELs, Special Education and others where appropriate.
  • Provide program data on performance and completion for all programs.

Fiscal and Operational Management
  • Monitor all program operations, staff and budgets.
  • Manage all vendor contracts, and RFP processes as needed.
  • Collect appropriate data, analyze, document and communicate results of online learning models to key stakeholders, including ELO department, district and funders.
  • Identify and apply for appropriate grant funding to develop innovative curriculum delivery models.

Performs other duties and responsibilities as assigned by the Executive Director of Expanded Learning Opportunities.

  • Excellent presentation skills and can prepare clear materials and facilitate group meetings.
  • Attention to detail, organized, and ability to coordinate multiple projects simultaneously in a very high-paced environment
Qualifications - Required:
  • Masters degree in Teaching, Education or related field
  • School-based secondary experience in an urban setting
  • AP Endorsement in at least one subject area
  • 3-5+ years of operational and project management experience in education
  • High level of working knowledge of digital curriculum and current research on online learning models
  • High level of technological ability, especially in the education technology field
  • Demonstrated success in developing and training others in curriculum and instructional strategies
  • Deep understanding of high school graduation requirements, as well as various methods for achieving a high school diploma
  • Understanding of high school scheduling (Aspen or other student information system)
  • Demonstrated commitment and leadership in eliminating opportunity and achievement gaps
  • Strongly held belief that all students are capable of succeeding in school and beyond
  • Excellent written and oral communication skills, including tailoring information for multiple stakeholders
  • Current authorization to Work in the United States. Candidates must have such authorization by their first day of employment

Qualifications - Preferred:
  • Experience with developing programs serving high school youth and familiarity with public school environments, policy and operations
  • Successful experience measuring outcomes; troubleshooting and producing desirable results
  • Experience analyzing data and using data to drive instructional plans
  • Proficiency with Excel, especially for the purposes of program management
  • Grant writing and management experience
Terms: Managerial, Tier C. City of Boston Residency is required.
