Job Summary:

Assumes responsibility of procuring goods and services for commodity areas assigned in accordance with applicable Fulton County Board of Education rules and regulations and appropriate state and federal laws; Works with minimal supervision

Duties and Responsibilities:
  • Advises and assistsAdvises and assists customers in the development of specifications and planning for purchasingDetermines the method for solicitations, the contract type to be employed, and the method for evaluation of bids or proposalsPrepares and issues solicitations including: Invitation for Bid (IFB), Request for Proposal (RFP), Request for Qualification (RFQual), Request for Quote (RFQ), based on understanding of the market, technical requirements, and needs of the customerEmploys various techniques such as price and cost analysis, evaluation of technical capability, and evaluation of business stability to determine appropriate contract awardConducts negotiations for contract award, post-award changes and termination settlementsApplies contract administration principles and practices to monitor contract performance over the life of contracts and to solve a broad range of issues relating to changes/modifications, clauses, non-performance and similar problemsTerminates contracts, if appropriate, for convenience or default and settles the termination in the best interest of the District while determining the allowable costs and other factors in a fair manner to the contractorEnsures all purchasing activities are in compliance with Fulton County Board of Education and Georgia Department of Education rules, regulations and policy, and all applicable state and federal lawsResolves contractual conflictsEnsures all deadlines and conditions described on contracts are metPerforms other duties as assigned by the appropriate administrator

Education and Experience
Education:

  • Bachelor's Degree required, preferably in a discipline of Business Administration, Economics, or other related field In lieu of degree, will consider 2 years of applicable experience (procurement/purchasing, contract development, contract administration, contract negotiation per year of college (8 years total)

Experience:
  • Minimum of 3 years experience as a buyer, a contract specialist, contract administrator or a similar related position required;Experience with automated purchasing systems required

Certification/Licensure:
  • Certification in the purchasing profession by a national purchasing organization, or equivalent recognition such as a federal government warrant as a contracting officer with a least a $1 million authority preferred

Minimum Qualifications:
  • Must be capable of independent work on a wide variety of complex purchasing actionsProven ability to meet established timelinesKnowledgeable of regulatory requirements related to purchasing commodities and services Excellent negotiation, customer service, and consulting skills Must be computer literateStrong organizational skillsExcellent communication skills both written and verbal Knowledge of legal requirements involved with contracts


Salary Information:
Salary Range for 2019-2020
  • $46,271 - $54,610


Step placement credit may be granted for up to a maximum of 8 years (Step 9) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule A-235, Professional Scale, Step 1 - Step 9.
