POSITION SUMMARY
Reporting to the COO, the Human Resources Manager will manage all Human Resources functions, serving the needs of over 80 employees. Responsibilities include overseeing human resource programs and policies; maintenance of personnel files, pre-employment background screening, employment verification and supporting employee on-boarding and off-boarding processes. In addition, the HR Manager will maintain all HR records in ADP and support the Director of Finance with the administration of payroll and benefits. The Human Resource Manager will serve as direct point of contact for employees; ensuring compliance with local, state, and federal employment regulations; and providing HR counsel to the leadership team. In addition, the HR Manager will assist the Chief Operating Officer with recruitment activities to include job posting, scheduling of interviews, and reference checks.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Employee Relations
● Develop, implement, and oversee human resource plans, policies, and procedures in support of Chavez Schools
● Identify, evaluate, implement, and monitor systems, tools, and templates to effectively support key HR activities
● Apply knowledge of local, state, and federal employment regulations to ensure compliance
● Serve as direct point of contact for employee relations matters; provide guidance, to supervisors on performance counseling issues
● Provide HR guidance and oversight of employee lifecycle activities, including but not limited to, recruitment, hiring, onboarding, benefits, and compensation
● Develop and build strong relationships with school leadership; support school management in maintaining a positive work environment
● Manages the open enrollment process and administers benefits programs including health, and dental insurance, life, retirement plans, sick leave, leave of absence, and employee assistance.
Onboarding & Off boarding Staff
● Manage all communications for new hires and terminated staff. Draft offer letters, Employee Agreements and Separation letters for COO review.
● Coordinate all HR-related paperwork for new hire orientation; ensure paperwork packets are updated and organized;
● Responsible for all pre-employment background screening administration; escalate background screening findings to COO for review
● Collaborate with COO to plan and execute pre-service and onboarding activities to support positive staff culture
Employee Record Maintenance
● Audit, track, and retain all personnel files to ensure compliance
● Serve as direct point of contact for completing employee verification requests
● Enter Employee updates such as new hires, terminations and transfers into ADP Workforce Now
● Complete periodic data reporting in ADP Workforce Now; Compliance reporting to OSSE and DCPCSB
● Support employee off-boarding to include drafting separation letters and exit checklist activities
● Support Director of Finance in administration of payroll and benefits.
Staff Recruitment
● Develop and implement process and aligned tools to support recruitment and selection; request and integrate stakeholder feedback as process and tools (i.e.: interview guides, template communications to candidates, marketing materials to attract candidates) are developed and enhanced
● Directly screen, interview, and communicate with candidates; ensure candidates receive timely communication regarding status
● Develop and build strong relationships with internal and external stakeholders
● Support the recruitment process by managing job postings and social media updates as requested by the COO
● Conduct reference checks for candidates using an established template as requested by the COO
● Participate in other projects and duties, as assigned by COO
QUALIFICATIONS, KNOWLEDGE SKILL REQUIRED
● Bachelor's Degree in related field required
● Minimum of five years of HR-related experience with at least three years of experience managing complex projects
● PHR, SPHR, SHRM-CP, and/or SHRM-SCP professional designation preferred but not required
● Demonstrated HR generalist skill-set with proven ability to work across the HR function and drive HR activities across the full employee lifecycle
● Knowledge of local, state, and federal HR laws and regulations
● Demonstrated track record of applying professional experience to develop and lead strategic priorities
● Experience applying HR background within K-12 Education preferred but not required
● Prior experience working with a HRIS system (ADP payroll and Workforce Now) preferred but not required
● Strong oral, written, interpersonal, and facilitation/presentation skills with proven ability to build positive working relationships with internal and external stakeholders
● Demonstrated commitment to providing a high-level of service to employees and aligning the human resource function with the mission
● Ability to work both independently and collaboratively within a fast-paced environment
Superior organizational and time management skills with the demonstrated ability to multi-task, prioritize and successfully manage high-stress situations
● High level of initiative, critical thinking, sound judgement and problem-solving skills
● Proficient with technology (Microsoft Office Suite (Word, Excel, PowerPoint), Google Gmail/Docs/Sheets)
