Main Purpose of Job

This position serves as an education specialist responsible for monitoring programmatically and fiscally the American Rescue Plan Act (ARPA) programs in compliance with the grant requirements and appropriate expenditures of funds. To develop strategies and procedures which comply with the provisions of legislation authorizing the ARPA; to develop protocol, products, and technical assistance, services as specified in the grant for funding the design and operation to the early childhood system through the development and expansion of collaborative approaches to the delivery of high-quality, comprehensive, programs and support services. Tasks are accomplished by continuous onsite monitoring visits, desk monitoring, telephone calls and email communications.

POSITION DUTIES

  • Monitors and evaluates all programmatic and fiscal activities of programs funded through ARPA. Frequently travel to sites for monitoring purposes and program improvement, documenting each visit with comprehensive reports. Reviews and assists in the development of monitoring policies and programs. Offers strategic guidance and conducts regular professional development for grantees based on their needs and challenges as they occur. Defines and tracks the key performance indicators for established component standards through routine monitoring. Develops corrective action plans when necessary and closely monitor progress. Reviews reports to ensure goal and objectives are met and provide feedback to the grantees.
  • Provides technical assistance to grantees, assuring that funded programs meet state approved goals and objectives. Reviews existing and proposed strategies for the statewide strategic goal, makes recommendations concerning new or revised, regulations, policies, and guidelines for Judy Centers and prepares proposed changes.
  • Coordinates, attends and participates in various meetings as requested; gather information for the meetings, coordinates items for the agenda and distributes materials to participants prior to the meeting take accurate meeting minutes, prepares and distributes reports and follow up on details to ensure timely and accurate dissemination of information. Contributes to the development of a MSDE data collection system. Completes other duties as assigned.


MINIMUM QUALIFICATIONS

Education: A Master's degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

1. Candidates may substitute two additional years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs. Person appointed to position in this classification will be assigned duties which require the operation of a motor vehicle including a car, five-passenger van, and a 12-passenger van. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland, and their driving records will be subject to investigation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
