ACCOUNT CLERK II

SUMMARY DESCRIPTION

Under general supervision, performs a variety of the more difficult and complex technical statistical and financial bookkeeping, record-keeping and auditing duties involved in maintaining specialized and or complex fiscal records; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the full-working journey level class within the Account Clerk series. Positions in this class typically occur in District departments where financial transactions and record-keeping are major departmental functions.

The Account Clerk II class differs from the next lower class of Account Clerk I in that the Account Clerk II requires a higher level of independent judgment and work is more difficult and complex in nature. In addition, incumbents must possess a working knowledge of standard bookkeeping procedures and departmental practices.

The Account Clerk II differs from the next higher class of Account Technician in that the Account Technician independently performs the full range of bookkeeping duties and paraprofessional accounting work in the maintenance of financial and statistical records. In addition, the Account Technician may act in a lead capacity over a small number of account clerks or other clerical personnel.

Positions within the Account Clerk series are distinguished from other clerical classes by being regularly required to perform duties for a significant portion of time involving preparing, processing and maintaining financial or statistical records.

EXEMPLARY DUTIES/RESPONSIBILITIES

Receives, reviews, investigates, and/or verifies mileage reimbursement claims, per diem expense claims, and purchasing card statements. Compares invoice to purchase order, verifies extensions, quantity received, and freight charges; verifies proper approvals for payment, takes proper discounts; resolves discrepancies, confers with vendor when necessary; prepares payments for mailing. Posts, adjusts and balances daily registers and journals; assigns established codes for further processing or entry into computerized accounting system; schedules, indexes and files bills, vouchers, documents and other papers; works with originating department to resolve errors, omissions or questions.

Serves as cashier; receives, verifies, and records cash/checks for deposit from internal and external customer; record receipts, reconcile and post receipts to general ledger;

Prepares periodic summaries and reports; assists in preparing statistical and financial reports required by state, federal and district; assists in compiling budget information. May use personal computers or other electronic document production devices to produce a variety of materials such as graphs, charts, and letters. Maintains financial and statistical records.

EMPLOYMENT STANDARDS

Education/Experience : Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
  • Experience: Two (2) years of experience comparable to that of an Account Clerk I within the Washoe County School District;

  • OR
  • Experience: Three (3) years of responsible financial and statistical record-keeping experience.

  • Knowledge of : Methods, practices and terminology used in bookkeeping and financial and statistical record-keeping; basic governmental accounting and budgeting principles; computerized data processing as it relates to statistical record-keeping; applicable laws, rules and regulations governing the maintenance of financial and statistical records; business mathematics; methods and techniques used in researching, proofing, evaluating, gathering, organizing, and arranging data; modern office procedures, practices, and equipment; principles and techniques used in working with customers.

    Skill at : Using independent judgment in carrying out instructions concerning the maintenance of financial records; verifying, compiling, reconciling and interpreting data and drawing logical conclusions; preparing routine reports and correspondence and financial and statistical summaries; locating and correcting discrepancies or errors in financial and statistical documents; operating standard office and electronic data processing equipment and computerized accounting systems; making mathematic computations rapidly and accurately; meeting critical deadlines; understanding and carrying out oral and written instructions; establishing and maintaining effective working relationships with those contacted in the course of work.

    PHYSICAL DEMANDS : The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

    WORK ENVIRONMENT : The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated

    Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.

    This is a 40 hour per week, 260 day position.

    Eligible employees who are regularly scheduled to work less than 20 hours per week receive Social Security benefits, and the Salary Increases, Longevity Bonuses, and Credit Union benefits; eligible employees who are regularly scheduled to work 20 to 24.75 hours per week received PERS retirement benefits, and the Salary Increases, Longevity Bonuses and Credit Union benefits listed below; eligible employees who are regularly scheduled to work 25 to 27.25 hours per week receive the benefits listed below, with the exception of Medical, Dental, Vision Insurance; eligible employees who are regularly scheduled to work 27.5 hours per week or more receive full benefits of the District.
    Holiday: Eligible employees receive up to eleven (11) paid holidays each year. Vacation: Eligible employees receive up to twenty (20) days of paid vacation each year. Sick Leave: Eligible employees receive up to fifteen (15) days of paid sick leave each year. Medical, Dental, Vision Insurance: Eligible employees may select an insurance plan wherein WCSD contributes 100% of insurance premiums. Eligible employee paid dependent medical insurance is available for an employee's dependents. Insurance Premiums - Summer Months: WCSD contributes 100% of the district paid portion of eligible employee's insurance premiums for employees who are not scheduled to work in the summer. Salary Increases: In addition to any negotiated increases each year, eligible employees receive salary increases each July, for the first fifteen (15) years of employment. Longevity Bonuses: Eligible employees receive annual bonuses as follows: 12-14 years of employment, $700; 15-17 years of employment, $1, 000; 18 + years of employment, $1, 100. Credit Union: Outstanding benefits are available through the Credit Union.
    No State Income Tax. No Social Security deductions for most positions working 20 hours per week or more. Retirement benefit offered is the State of Nevada retirement system, Public Employees Retirement System (PERS), which is one of the best in the country.

    PERS ELIGIBLE POSITIONS:

    Eligible Employees who select the employer paid salary schedule (Schedule A) will have Washoe County School District (WCSD) contribute 100% of the employee's retirement contributions. Eligible employees who select the employer-employee paid salary schedule (Schedule B) will have a portion of the legislatively designated amount paid by WCSD to PERS for retirement benefits and the employee, in turn, will pay the remaining portion of the legislatively designated amount of his/her salary to PERS. These options are introduced and explained in detail during the New Employee Orientation upon selection for employment.

    New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
