Job Summary
The Programmer Analyst performs technical and specialized work in the design, development, maintenance, and improvement of automated information systems. The analyst provides technical assistance to both staff and end users. The position has a retirement association with the Public Employees' Retirement System (PERS).

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Job Requirements
The following are required:
- A bachelor's degree with significant emphasis in computer science. Equivalent experience, education, and training may be considered in lieu of the degree requirement.
- A minimum of two years successful experience as a programmer, programmer analyst, or equivalent experience.
- Knowledge of job control techniques, data file organization, documentation standards and procedures, programming standards and techniques, and fundamental computer concepts.
- High level technical skills, logic and analytic skills, and a demonstrated ability to perform effectively as a programmer analyst.
The following are preferred:
- Experience with UNIX, OpenVMS, VMS or Windows 2000, and Macintosh environments.
- Demonstrated proficiency with Visual Basic 6.0, VBScript, JavaScript, ASP, Transact SQL, .Net environment or DEC BASIC, C, C++, Informix 4GL, and SQL.
- Experience with educational as well as business data processing applications.
- Ability to establish and maintain productive working relationships with others.
Essential Job Functions
- Works with systems analysts and clients in analyzing job requirements and planning the programming required for implementation.
- Serves as programming leader on projects requiring extensive programming effort.
- Performs conceptual and detailed systems design tasks including developing coding schemes, internal forms, data flow, and report specifications.
- Develops program definitions and specifications including development, implementation, and production schedules.
- Provides technical assistance to programming staff.
- Develops, tests, debugs, and implements new computer programs according to developed specifications.
- Documents each program written or modified.
